To accelerate the development of a skilled workforce for enterprises, improve the evaluation of skilled personnel, and establish a robust skills assessment system that is oriented toward professional competence, emphasizes work performance, and places great importance on fostering a craftsman spirit and cultivating professional ethics, we will steadily and prudently advance the recognition of enterprise vocational skill levels. In accordance with the "Guiding Opinions on Promoting the Reform of Talent Evaluation Mechanisms in a Categorized Manner" (Zhongbanfa [2018] No. 6), the "Notice on Issuing the 'Guidelines for Enterprise Vocational Skill Level Recognition in Guangdong Province (Trial)'” (Yue Jifu [2020] No. 65), and the "Notice on Carrying Out Enterprise Vocational Skill Level Recognition in Dongguan City" (Dongrenshehan [2020] No. 55), among other relevant requirements, the Dongguan Municipal Bureau of Human Resources and Social Security has launched an open call for enterprises to participate in the first batch of vocational skill level recognition programs.
After undergoing a series of rigorous evaluations—including self-declaration by enterprises, document review, on-site assessment by an expert panel, and public announcement—on August 27, the Dongguan Municipal Bureau of Human Resources and Social Security released the evaluation results, designating 92 enterprises, including Guangdong Harvest Star Technology Co., Ltd., as the first batch of enterprises authorized to certify vocational skill levels in Dongguan. The CNC machine tool field—specifically the trades of electrician, milling operator, and fitter (beginner, intermediate, and advanced levels)—applied for by Harvest Star was approved in the filing review.
This recognition marks a shift in our city’s approach to evaluating skilled personnel—from government-led assessment to enterprise-led, independent evaluation. It also signifies that Harvest Star has gained an industry-leading edge in technical trades within the CNC machine tool sector, enabling it to conduct its own independent assessments without needing to rely on external agencies any longer. By independently carrying out vocational skill level assessments, enterprises can ensure greater relevance, practicality, and rationality. This approach helps fully leverage the enterprises’ role as the primary actors in talent evaluation, effectively motivating frontline employees to learn skills, hone their expertise, and boost productivity, thereby driving high-quality enterprise development.
